JUDICIAL DECISIONS
 
CONSTITUTIONALITY. --The Georgia Residential Finance Authority Act is not unconstitutional on the ground that the state may not make loans, since the funds used to carry out the purposes of the authority are derived from the sale of the authority's revenue bonds, and is thus private, not public, money. Rich v. State, 237 Ga. 291, 227 S.E.2d 761 (1976).
 
THE GEORGIA RESIDENTIAL FINANCE AUTHORITY ACT IS A VALID EXERCISE OF THE POLICE POWER by the General Assembly pursuant to a legitimate public purpose, namely, the promotion of housing for low and moderate income families and the stimulation of the housing market. Rich v. State, 237 Ga. 291, 227 S.E.2d 761 (1976).
 
THE GEORGIA RESIDENTIAL FINANCE AUTHORITY ACT IS NOT VOID AS BEING AN ILLEGAL DELEGATION OF LEGISLATIVE POWER to the authority. Rich v. State, 237 Ga. 291, 227 S.E.2d 761 (1976).
 
THE GEORGIA RESIDENTIAL FINANCE AUTHORITY ACT DOES NOT VIOLATE THE PROVISIONS OF THE REVENUE BOND LAW (see O.C.G.A. Art. 3, Ch. 82, T. 36), in not presenting an allowable undertaking under that law. Rich v. State, 237 Ga. 291, 227 S.E.2d 761 (1976).

GEORGIA RESIDENTIAL FINANCE AUTHORITY CONSTITUTES PUBLIC HOUSING AGENCY AS DEFINED IN 42 U.S.C. § 1437A. --The Georgia Residential Finance Authority is a public housing agency as defined in the United States Housing Act of 1937, 42 U.S.C. § 1437a(6) (now 42 U.S.C. § 1437a(b)(6)), and is empowered to participate in the section 8 Housing Assistance Payments Program created by the Housing and Community Development Act of 1974, 42 U.S.C. § 1437f(a). 1981 Op.
